Process of Readmission of Citizens Staying in Armenia and Belarus without Authorization to be Improved

The draft law on Ratifying the Agreement between the Government of the Republic of Armenia and the Government of Belarus on Readmission was signed in October 2021 in Minsk. The purpose of the agreement is to establish liability, in accordance with the legislation of the parties, for the illegal migration of foreign nationals and stateless persons in its territory, respecting the sovereign right of each of the State Parties.

The Head of Migration Service of the RA Ministry of Territorial Administration and Infrastructure Armen Ghazaryan has noted that the document proposes to take joint and coordinated steps to organize the detection and return of illegal citizens in the territories of the parties, as well as the citizens of a third country and stateless persons.

According to the Speaker, the ratification of the agreement will create favorable legal conditions for the proper organization of the process of readmission of citizens staying in both countries without authorization.

The document does not contain provisions envisaging reduction in the RA state budget revenues.

Armen Ghazaryan also informed that this agreement is the second one within the framework of the EAEU. The document of readmission with the Russian Federation is already in force. Negotiations are underway with Kazakhstan and Kyrgyzstan to sign agreements on readmission.

The co-rapporteur, the member of the Committee Sargis Khandanyan, highlighting the ratification of the agreement, urged his colleagues to vote in favor of it.

The members of the Committee endorsed the draft law.

The agreement was debated at the extraordinary sitting of the NA Standing Committee on Foreign Relations on April 22.

It should be noted that at the suggestion of the Committee member Armen Rustamyan, the debate of the issue on Conceptual Provisions of Armenia-Turkey relations authored by the NA Armenia Faction was postponed for up to two months.
